UK Electrical Safety Laws for Norfolk Landlords
Electrical safety law for landlords is layered. Here is the complete stack that applies to a Norfolk rental.
1. The 2020 EICR Regulations
The Electrical Safety Standards Regulations 2020 — the headline duty. Five-yearly EICR by a competent person, copies to tenants, remedials within 28 days, up to £30,000 civil penalty per breach. This applies to all assured tenancies in England, Norwich included.
2. Part P of the Building Regulations
Electrical work in dwellings must be designed and installed to the standards of BS 7671 and either notified to building control or done by a registered competent person. For landlords this means: no cash-in-hand rewires, no unregistered "mate who does electrics" on jobs like new circuits, consumer unit replacement, or bathroom/kitchen special-location work.
3. HMO additional duties
Houses in multiple occupation carry management regulations requiring electrical installations and appliances to be maintained in safe working order — Norfolk HMOs (UEA student housing market included) are inspected against this.
4. Product and appliance duties
Landlord-provided appliances must be safe (General Product Safety framework): keep manuals, respond to recalls (register appliances with manufacturers), and PAT-test where HMO licensing requires it.
5. Enforcement
- Local authority (Norwich City, Broadland, South Norfolk): corrective action notices, civil penalties, rent repayment orders in some regimes.
- HSE / courts: where unsafe work or outcomes create risk to life — prosecution exposure is personal for individual landlords.
